Green Oscasaba Sdn Bhd (Registration No. 200001009361 (511967-H)) (GOSB) was incorporated since 20th April 2000 in Kota Kinabalu, Sabah. Due to the overwhelming demand in the oil & gas industry, GOSB had undergone major restructuring in year 2017 to venture into LNG business. 

The new Gas Supply (Amendment) 2016 which was passed on 14 June 2016 by Law of Malaysia allowing third party operators to import, re-gasify, transport, distribute, ship, retail via license pipe and use natural gas with the purpose to stabilize the LNG supply in the domestic market has driven GOSB to pursue its intention to venture into this industry by developing a small scale LNG infrastructure in Sabah, particularly in the East Coast of Sabah. Whereas, during the year 2019, GOSB has obtained the State Government Approval and No Objection Letter for LNG sitting in Lahad Datu, Sabah. In addition, GOSB also had obtained the Manufacturing License Approval for Liquefied Natural Gas (LNG)/ Regasification and Permit from Ministry of Investment, Trade and Industry (MITI) to carry out Petroleum activities in Malaysia. Since, our business model does not cover under the Gas Supply Act 1993 (Act 501), therefore regasification license from Suruhanjaya Tenaga (ST) Malaysia is not require. To validate this, Suruhanjaya Tenaga (ST) had issued a confirmation letter to GOSB on the 19th of June 2019 to proceed further. Subsequently, on the 5th of April 2023, GOSB achieved another major milestone, after obtaining the final MTRA Approval for Liquefied Natural Gas Floating Storage (FSU) and Regasification Terminal at Lahad Datu, Sabah from Ports & Harbours Department (JPDS), required project to advance to development plan and environmental assessment.

GOSB’s business model comprises LNG FSU, Mooring Jetty, LNG Trailer Terminal, LNG Trailer, LNG Satellite Plant and LNG Fueling Station with total estimated investment cost amounting USD 250.0 million. Whereas the approved license and permit from MITI allow GOSB to handle up to 584,000-ton LNG per year. Whereas LNG will be regasified at LNG satellite in-land and gas will be sent via gas pipeline or by virtual pipeline system. In addition, a Memorandum of Understanding (MOU) had been executed between GOSB and TNB Genco on the 06th Mac 2024 to jointly develop LNG-To-Power Project in the East Coast of Sabah. 

Due to an urgent demand for LNG from the existing Palm Oil Refineries in the East Coast of Sabah, GOSB will implement the LNG supply to the Palm oil refineries based on Virtual Pipeline System using LNG ISO Tank. Whereas, GOSB has received few firm requests for LNG supply from the Palm oil refineries. As per Malaysia Palm Oil Association (MPOA), it is estimated that the LNG requirement for Palm Oil Refineries in Sabah is estimated at 500,000 Mmbtu – 700,000 Mmbtu per year and will increase in times to come. Thus, to ensure successful project implementation, GOSB will collaborate with LNG Alliance Pte. Ltd., a Singapore based company that own and operates Amigo LNG in Mexico as a strategic co-investor and co-developer. Amigo LNG will supply affordable and sustainable LNG supplies to Sabah, particularly in the East Coast of Sabah covering Refinery, Transportation and LNG bunkering activities within BIMP-EAGA region.
